    I am using Windows 10, and have a TrueRNG3 USB device. I have installed the correct Windows driver. Windows sees my device as COM 5. When I drop to the an Administrator level Command Prompt, and input the command “rngcapture 5 random 10000”, I get the file “random”, but when I then open it with Windows Notepad, the file contains all Chinese characters.

    How do I change this to output English numbers?
